remove downvoting mechanisms to limit the ability of manipulation in this way by testing it on the continuous testnet and report on the findings, I will do a follow up proposal for implementation.
Problem
downvoting mechanism in Catalyst encourages communites to mass downvote competitor proposals, giving whales and large communities much greater voting power, making it a less competitive environment
