CIP Editor time Sebastien for 1year

The CIP process has helped standardize many concepts that the community depends on such as the dApp connector standard, the Catalyst voter registration standard, the Cardano wallet key generation standard and more. Ensuring high quality standards requires good editors and Sebastien has a positive track record of 2 years of experience as proposer & reviewer of CIPs. This Catalyst proposal will ensure he will continue to have time allocated to continuing having a positive impact on the CIP process

Open standards need a place to be standardized and discussed and that's what the CIP process is for. Sebastien has a track record of both helping draft CIPs get accepted and also authoring standards on behalf of other teams as well. A smooth CIP process will ensure an increase in open standards adoption among Cardano projects (a core KPI of this challenge)

We don't foresee much risk as Sebastien has already been involved with the CIP process for 2 years. The main risk would be any health risks during the 1 year time frame, but that is unlikely and the risk is minimized because Catalyst payments are only done after progress is made (so any health issue would result in payments stopping)

The CIP meetings are every 2 weeks (pending a possible change to weekly as Cardano activity increases) so the deliverable is progress on drafting and reviewing standards for every meeting.

Currently being a CIP editor requires at least 2 hours per week to both check proposals and join the CIP meeting. We expect this time requirement to increase as the number of projects on Cardano has continued to increase (for example, the amount of time required to be an Ethereum editor is significantly higher because there are multiple proposals submitted per day).

The time requirement also increases if Sebastien is the one writing a proposal for somebody or helping with a reference implementation so the hours spent in a week can sometimes increase to 8 hours (one work day).

The proposal budget is based on the assumption the CIP process may continue growing to take 8 hours a week by the end of the year (20% of Sebastien's time), but in the case this doesn't happen and the amount of hours required is lower, we still feel the amount is justified because Sebastien has been working as a CIP editor on a volunteer basis for 2 years so any extra amount could be seen as back-payment for this work.
