Problem Awareness: For the rapid implementation of the Voltaire era, we need educational tools and resources for CIP - 1694 and the Cardano constitution with the challenges posed:

• Multilingual.
• Accessibility.
• Online full time.
• Ability to update content.
• Ability to convey knowledge.

Our Solution: Addressing each of the above challenges is a hassle and costly in terms of time and money, but AI technology has helped us solve this easily. We will create an AI-powered CC (Cardano constitutional) virtual assistant on the Telegram platform to answer any questions related to the Cardano Constitution and CIP - 1694.

• Multilingual: Using AI chat bots makes it easy to switch between popular languages in the Cardano community (English, Chinese, Japanese, Spanish…) to meet the needs of global users.
• Accessibility: We will create a virtual assistant on Telegram - a popular platform for blockchain users to make it easy for you to access and share it.
• Online full time: The virtual assistant CC will be constantly active on Telegram to chat with you instantly. This helps support all time zones of people around the world.
• Content update ability: We will train AI to learn and continuously update knowledge related to CIP - 1694 and the Cardano constitution.
• Knowledge transferability: Training AI to learn specified content ensures the accuracy of knowledge rather than being taught by others.

Attract: The Cardano community is a core user group, including ADA holders, developers, investors, and those interested in participating in the governance of the system. They will be very interested in a tool that helps them better understand the constitution, the decision-making process, and how to participate in building the community.

Uniqueness: The virtual assistant CC will be an expert on the Cardano constitution used on the most popular platform of the Blockchain community and applied AI technology to save costs and improve the efficiency of education.

Value to the Cardano Community:

• Increased Community Understanding and Engagement: The chatbot will be a trusted information gateway, helping everyone, from beginners to experienced users, easily access knowledge about Cardano governance, thereby better understanding the decision-making process, proposals, and ways to participate in the governance of the system.
• Increased Trust: An informed and engaged community will create trust in the system, attracting more participants.

To evaluate the effectiveness of bots in increasing community communication and project engagement, we will measure:

• Integration Group: Number of times the bot was added to a new server. In the initial phase we aim to share Chatbot to 10 Cardano community groups and the long term goal is to have 50 groups using chatbot.
• Active Users: Monthly active users who interacted with the bot. We set a short-term goal of having 500 Chatbot users in 3 months and expanding to 4000 more after one year of operation.
• Interactions: Number of interactions with the chat bot. We set a short-term goal of having 3000 Chatbot interactions in 3 months and increasing to 30.000 interactions after a year of operation.

Output: An AI-powered virtual assistant on Telegram that you can easily access and integrate into your groups.

Sharing Results:

• Proposals: All results of the proposal implementation will be submitted to Project Catalyst's Milestone Module.
• Products: We will introduce them to the Cardano community groups, Intersect
• Open Access Tools: The platform will be accessible to all users in the Cardano community.

Milestone 3: Integrate language model into Telegram chatbot (1 month)

The majority of the budget is used to pay for full-time staff in Vietnam at a salary of $12.50/hour, equivalent to 35ADA/hour. We consider it appropriate compared to the average developer salary of $60 - $120/hour.

3 people x 300 hours x 35 ADA/hour = 31,500 ADA

How does the cost of the project represent value for money for the Cardano ecosystem?

Proof of salary: Most of the costs are paid to the app developers (tax included). This salary is in line with the salary of experienced programmers in Vietnam. You can refer to the average salary table here. With this proposal, we have optimized costs by choosing to pay full-time human resources costs in Vietnam at $12,5/hour equivalent to 35 ADA/hour (exchange rate 1 ADA = $0.35). This salary is relatively low compared to blockchain developers in the world.

Cost efficiency and budget management: With experience in capital management and a team of experienced personnel from previous projects, we ensure the effective and responsible use of resources.
