Problem Awareness: The lack of an effective notification system not only prolongs the voting process but also reduces the community’s trust in the decisions made, which can have serious consequences for the development of Cardano. Besides, we will not get the highest voting participation if we do not promptly notify voters of governance actions taking place on Cardano, which reduces the decentralization of the system.

Our solution: We will create a Telegram chat bot that will help you aggregate recent governance actions and get early notifications for new governance actions that need to be voted on.

• Direct Notifications: The bot will send notifications directly to each user, ensuring that no one misses important information.
• Engage participants: Timely notifications encourage users to participate in the decision-making process. Chatbots can also make announcements in community groups you manage, opening up debates and polls that help support Dreps voting.
• Information synthesis: Bots can synthesize administrative actions in a clear and understandable way, helping users quickly grasp the situation.
• Easy to access: Choosing a notification tool on the Telegram platform saves on platform creation costs as well as simplifies the usage process while still ensuring efficiency in terms of user numbers because Telegram is the most popular platform for blockchain users.
• Customizable for every user: The chatbot is not just a regular notification, it is also customized according to the role of each person in the Cardano constitution (ADA holder, Drep, SPO, CC). In addition, it is also customized to notify each governance action so that you do not receive many notifications that you are not interested in.

Attract: The chat bot will be a tool to help everyone in the Cardano community know about governance actions being voted on, especially it is a necessary tool for key roles such as Drep, SPO, CC

To evaluate the effectiveness of bots in increasing community communication and project engagement, we will measure:

• Integration Group: Number of times the bot was added to a new server. In the initial phase we aim to share Chatbot to 10 Cardano community groups and the long term goal is to have 40 groups using chatbot.
• Active Users: Monthly active users who interacted with the bot. We set a short-term goal of having 300 Chatbot users in 3 months and expanding to 2000 more after one year of operation.
• Interactions: Number of interactions with the chat bot. We set a short-term goal of having 3000 Chatbot interactions in 3 months and increasing to 30.000 interactions after a year of operation.

Output: A chat bot that monitors and notifies Governance Actions that you can easily access and integrate into your teams.

Sharing Results:

• Proposals: All results of the proposal implementation will be submitted to Project Catalyst's Milestone Module.
• Products: We will introduce them to the Cardano community groups, Intersect
• Open Access Tools: The platform will be accessible to all users in the Cardano community.

The majority of the budget is used to pay for full-time staff in Vietnam at a salary of $7/hour, equivalent to 20ADA/hour. We consider it appropriate compared to the average developer salary of $60 - $120/hour.

How does the cost of the project represent value for money for the Cardano ecosystem?

Proof of salary: Most of the costs are paid to the app developers (tax included). This salary is in line with the salary of experienced programmers in Vietnam. You can refer to the average salary table here. With this proposal, we have optimized costs by choosing to pay full-time human resources costs in Vietnam at $7/hour equivalent to 20 ADA/hour (exchange rate 1 ADA = $0.35). This salary is relatively low compared to blockchain developers in the world.

Cost efficiency and budget management: With experience in capital management and a team of experienced personnel from previous projects, we ensure the effective and responsible use of resources. Sponsoring us will help save costs:

• Search and recruit personnel with programming experience in blockchain
• It doesn't take much time to learn and research
• Office rental costs and equipment purchases

Value for Cardano:

• By creating a chat bot on a popular blockchain community platform, it will facilitate better Cardano community interaction, thereby promoting more effective adoption and participation for Cardano governance actions.
