This proposal is to for providing the consenz agreements building platform for the use of the Catalyst proposals assessors guidelines creation. After conducting design sessions with the PAS community, and as part of the preparation for the launch of the consenz platform, we have uploaded first draft of the PAs principles guidelines to the project catalyst group page on the consenz app. The next step will be to finalize QA, and to invite the Catalyst community to log in and start using the consenz platform for discussing and improving the PAs guidliness.
The aim of this proposal is to provide the consenz - agreement building platform for the use of promoting public discussion around the right legislation needed for crypto, and co-drafting it in a decentralized manner.
As we getting closer to launch the consenz app MVP, we have increased our marketing efforts and reaching out to relevant lobbing agencies to expose them to the capabilities of the consenz platform and its potential contribution to prompting favorable legislation.
As part of this effort we have met with the "Institute of Certified Public Accountants in Israel" that are very active in this field, and created for them a demo installation of consenz. We hope that our contact with them will bear fruit soon, and that our app will be a platform for a public discussion about crypto regulation in Israel and other countries.

This proposal is been developed alongside the consenz F7 proposal (700003). As we are adding new features and funcunalty to the consenz web app we are using the funding from this proposal to build support for different languages for it to be useful in different national states around the world, beginning in our home state - Israel. For that we are translating the consenz UI to both Hebrew and Arabic, and this translation infrastructure will be available for other languages as well. Hebrew and Arabic can be challenging from the UI design and development, because those languages text direction is going from right to left, unlike Latin languages that goes left to right.
The Consenz platform is on the air! We have finished developing the main stack of features and funcunalty of the web app. Over the next sprint we will do a QA and some small improvements needed, and during the start of next month we will launch the agreement creating platform MVP version, and invite the Catalyst community to use it. The next report will be the completion report, right on schedule!
During the last month we have continued forming the research framework for establishing digital identity / self sovereign identity as a way for promoting democratic voting systems for DAOs and other organisations, in partnership with Photrek. For that we have drafted review of collaborative editing tools as compression to the consenz platform, and continue the discussion with academic researchers as Dr. Nimrod Talmon to form a paper that will include a formulation of the "consensus meter" that will be used for this purpose. (You can see more details about the consensus meter in our previews monthly report).
For now, this proposal is depended on the consenz MVP version launch. As described on the original proposal "Feasibility" section - "Implementation of this proposal will be on the MVP version of consenz that will be launch later this year (as described in our F7 funded proposal - https://cardano.ideascale.com/c/idea/380926)."

Now that we have completed this, we have decided to put this proposal on hold until the completion and launch of the MVP version of consenz, that is planned to the end of November. This hold will not create delay on the the proposal schedule, as it was taken into account in its planning.
During the lest month we have continue to build the consenz platform, and we are getting closer to launch the MVP version. Our dev team have completed 94% of the 3rd milestone - "Agreement Process", and start working on the 4th milestone - "Section Version". This proposal is focused on designing and building diverse voting systems on top of the consenz platform, using DID/SSI. The base lair of the consenz voting mechanism is called "the consensus meter" that is been used for determine a threshold for suggestions acceptance for the community agreement.
During the last month our dev team worked together with our research team to formulize and write the consensus meter code and documentation, in order to later open it to the community and invite them to comment and propose improvement suggestions.
As part of this work we have also created a web interface for a simulator of the consensus meter, to demonstrate its behavior and to optimize it in the future.
During the last month, alongside the progress of the platform UI development (as described on our 700003 proposal monthly report) we have been adjusting the platform for support in different languages and added a translation of the UI to Arabic.
This required also enabling Right to Left text feature, that now is available in all of the platform pages, and will be implemented on future pages and features as well.

While our dev team is working on the platform MVP version, we are about to update the project website so it will be more fit to potential users of the governmental sector. For that we have added a new page for the site that addresses the issue of public participation by governmental agencies.
Last month we hosted a co-deign session at an after town hall breakout room with PAs/vPAs and IOG team members to learn about their experience on editing the PA guidelines document, as part of our user research. The out come of the session were a user stories backlog.
This month we choose to address two user stories and start to design solutions in order to adjust our current app design the the needs of the community. We have learned that there is a need for tracking changes on the PA/vPA guidelines document, so we have created a version browsing and view to the Agreement draft pages, and for the need for providing rationale for changes on the document we have added text frame to the suggestion page.
Later we will add more design changes and continue the communication with the community as planned, so we can fulfil our goal to provide consenz platform to answer the real needs of the catalyst community,
The goal of this proposal was to establish a research background for implementing different voting mechanism that are based on digital identity that are democratic (based on one person=one vote instead of one coin=one vote). After getting funded we have partnered with the GOC dRep research group that were also funded for publishing a white paper about liquid democracy, and we have joined this effort by participating in the GOC meetings and adding a section to this group research paper.
Also we have partnered lately with a new researcher - Dr. Nimrof Talmon, an expert on computational social choice, that has started working on a paper to formulate the consenz voting mechanism.
Over the last month our dev team has continue working on building consenz web app MPV. As you can see on the project github, we have completed 15 issues, 7 issues are now on code review and 3 issues are in progress. That include - new pages for the platform, new elements such as section cards and voting buttons, and more needed components to the database, beside design improvements and bug fixing.
We stand now on 72% completion for the third milestone that is due to the 1th of November, which put us little ahead of schedule.

As part of this work we have completed designing a new website that addresses the relevant audience. Beside the designing and dev work we have also start to promote the use of consenz by legislators in Israel, our home country, and have reached out to Israelis parliament members and lobbies groups. We plan to continue with this effort over the next months, so when we launch consenz app we can start experimenting and using it for this purpose.

We have redesign consenz landing page and include more information about the way consenz platform could be used by non decentralized organizations such as municipalities and NGOs.
In order to provide consenz platform for the need of legislation and lobbing we have added a left-to-right languages support to our platform so it can be used in languages as Hebrew and Arabic and by that it will be more accessible for participation of the local audience on the legislation proposal process.
In the screenshot attached you can see a discussion on the "Catalyst United" discord server about the needs of the community on the guidelines editing process, a need that consenz can answer. We keep tracking the PA/vPA guidelines editing processes to learn and adjust our UX/UI for the real needs of the community, as described in our proposal.
We are on our way to launch an MVP version of consenz platform towered the end of the year as planned. In the screenshot attached you can see from our github that our dev team have completed 2 milestones on schedule, and starts working on the third.

- We have finalized a collaboration with Photrek team for DID and voting mechanism research.

This proposal funding is been used by out dev team for building an MVP of consenz platform. In parallel we are using the F8 funding for research & design new features and use cases, and promote integration and collaboration with other players of the cardano eco-system. We have finished planning co-design sessions with the PA/vPA (former CA/vCA) community and with the guidance of the social design academy (SDA). Those sessions will be used for user research for consenz "experience layer" (see diagram attached). We plan to schedule the meeting for the next weeks.
